DAVID P. RUNDLE: RESTORE RIGHTS OF THE DISABLED

I have epilepsy, a disability, but may not be considered disabled in a legal sense. I also have cerebral palsy, another disability.

Does the fact that I use a power wheelchair make me not disabled in the eyes of our courts? I don't know, but it might.

I'm being serious here.

When Congress passed the Americans With Disabilities Act (ADA) in 1990, it meant the law to cover anyone with a disability or a history of being disabled or who was perceived as being disabled.

The ADA was a bipartisan measure. In the Senate, its chief sponsors were Sen. Tom Harkin, D-Iowa, and former Sen. Bob Dole, R-Kan. In the House, former Rep. Tony Coelho, D-Calif., was a main backer.
